THE HISTORY OF CATRD

Volunteer Venture and Plenary council were formed many years ago.  They were the fore runner of CATRD.  The Plenary Council was formed to assist the Recreation Consultant (Dottie Mullen) and her field workers in developing continuing education for Nursing home Directors.  The Field Workers were Barbara Farling, Priscilla Smith, Wendy Randall and Juney Cushman.  Betty Burns was Assistant Bureau Chief of Health Services and Thayer Baldwin was Bureau Chief of Health Services.  For many years the Plenary council and Recreation Consultant coordinated the Fall, Spring and June conference.  These seminars were called VV or Volunteer Venture.  Many homes in the state used Volunteers to run activity programs.  State requirements were not as strict.  By putting on VV seminars, Administrators were asked to send their volunteers so that they could learn programming.  As years went on, the State of Connecticut required that all homes have a Therapeutic Recreation Director, but it was necessary to continue with the seminars in order to provide quality programming. 

The Plenary Council was made up of Region Representatives.  Meetings were held with the State Department and conducted by the chairman of the Plenary Council.  The council had officers, region representatives and ex-officio members were the Recreation consultant and Field Workers.  Mails for Seminars, correspondence and planning of speakers, confirmation of registrations were done from the State Dept. Office.

In 1980 I was chairman of the Plenary council.  We were in the midst of our June VV, when as usual a request from Plenary Council was submitted to the State Department Bureau Chief for additional temporary clerical help.  In the past this person processed all registration, mailings, etc.  I was contacted by the Bureau Chief and Assistant Auditor concerning several questions.  Where was the money coming from to sponsor a conference.  Why were funds from VV kept in Recreation Office, they should be returned to the General Fund, etc.  After many meetings it became more evident that many cut backs were going to be made and that I as chairman needed some legal advice.  After calling an emergency meeting of the immediate officers, I sought legal advice.  The attorney, Barbara Farling and I met with the Bureau Chief of Health Services and the Assistant Attorney General.  funds accrued from past VV were frozen.  The State was cutting back in many areas and it was evident the Recreation Department was going to be given stricter guidelines.  Implications that the Recreation Consultant and Field Workers would not be allowed to continue with Plenary Council were felt.  We were already committed to many speakers for our conference and registrations were coming in.  Money had been spent, etc.  It was at this time with the advice of the attorney that the Board decided to Incorporate and become a separate professional organization.  It was important that we continue with having conferences and seminars to maintain our professional image.

The Connecticut Association of Therapeutic Recreation Directors was Incorporated in 1980 and in June of 1981 and first CATRD conference was held.
